While I certainly don't advocate that Mr Bell deserves his full $1 million bonus check, there is an important conundrum which presents itself - if a company does not compensate their best employees accordingly, they will most likely lose them to competitors.
That being said, failure to perform in IPG's case should result in senior management taking salary cuts, forgoing bonuses and even losing their jobs, especially in light of the fact that we all know the lower you go down on the food chain, the less likely the employees are to be appreciated (sigh)
